I' not sure why my original statement of the problem wasn't included. See below:

I am starting up a new PF755 (40HP, HD) which is replacing a 1336 Plus II for the Bowl axis of a 30 yr old horizontal Centrifuge. This axis has a huge 2ft diameter Bowl - lots of inertia but otherwise low resistance to rotation. If it were to coast, with no product, from 1950 rpm it could easily take 30 to 40 minutes to stop.

It has a 100A Bonitron Regen unit which seems to be operating normally. The motor is connected to the Bowl assembly with a 1 to 1.16 pulley ratio allowing the bowl to spin over 2000 rpm.

I did a Static Tune but it is not practical to uncouple the motor from the Bowl so I cant do a Rotate Tune and the operating mode is SV so, as I understand, I can't do an Inertia tune.

My accel and decel are both set to 55 secs which is the same as what was used in the 1336. When the drive starts and goes to 400 shaft rpm the current surges at the rate of about once a second and when it reaches about 400 rpm it then continues to surge in speed by about 11 rpm, with the drive output oscillating about once a second between about 18.3A and 26.7A and the freq about 11.8hz and 12.17hz, which relates to 404 and 413rpm. When it operates at speeds greater than about 800rpm the surging is not noticed.  

All this is without any product in the machine.

How can I make adjustments to eliminate the surging? I have seen discussions regarding making changes to P622, Slip Comp BW or instead to try disabling P103, Flux Regulator (but I also see the comment that I should not disable this without first consulting AB tech support).
