Is it possible you have a "GuardLogix" or safety controller that you are applying in a rack that is not intended for machine safety or safety instrumented system?  Is there actually a "safety partner" module installed?  Verify catalog/part number of your controller and its associated application/rack installation.    If you do have safety controller and it is being applied in rack/application with a safety partner module, then someone else will need to guide, that is not something I have done.   Consider engaging tech support by phone also.
